why we should be able to veto ques?

So after playing league now for 4 years i have learned something, most players don't understand what teamwork is, or how to work as a team. now this is a huge problem for me because what is the point in trying to rank up in a game where you have to work as a team when no one acts like a team. I have left games during the Que because I would rather sit out for 5 mins then waste 20-60 mins of my time trying to work with a team that just swears and harass their teammates instead of trying to help each other improve. I know you cant change how people will act but here's one thing that could be done. "Que Vetoing" I propose that riot tries out an idea where if the majority of the team feels that someone is going to troll or are not going to respect their teammates during the game, we can vote on vetoing the current Que with no penalty for leaving the Que. also we can name the players who caused the team to want to cancel and have them receive a leaver buster penalty or even worse banning. this would be a small change that would have great success in changing the over all mindset and play style of bad community players.
