A) Who gives a shit about Tyler1? B) Why should the state of Tyler1's cross-account ban inform in any way on the state of your own account-specific ban? As Hana said, even if he were allowed to play League again, he'd need to create a new account. Which is a right that any conventionally banned League player has, in general.
Just because Tyler1 may be circumventing the terms of his ban at the moment doesn't mean your own ban was wrong or unfair.
He doesn't get unbanned. He gets the ability to make a new account. You will never get your account back. Ever.

What she was trying to say is that a permanent ban on an account will not be removed, and tyler1's "player ban" means he can't create more accounts, which is different than your ban on your account.
his indefinite ban shouldn't of been lifted because he got banned on over 20 accounts if I recall correctly for being toxic on each of them even if hes changed he shouldn't get special rights becauses hes popular

how he continues playing is because he buys his accs and then hids his summoner name on his streams so people who watch him don't report him to riot
Tyler1 although toxic at first has been trying his hardest to reform and I think it is well worth it to give him a chance. (you can always ban him again)
