Best to not talk at this point in the punishment system's development. It may improve if we give them time to tune it properly.
Were you on chat restriction while this game was played? If not, when were your prior punishments and what were they?

And yet movie theaters, bars, bookstores, etc. still frequently ask people to leave for treating their fellow patrons with disrespect. There's no reason a game can't request certain behaviors. Just because people are sometimes jerks doesn't mean we have to accommodate that behavior.
I don't know where you live, but in my experience I rarely see this sort of thing happening. People will always be assholes and insult each other, but from what I've seen businesses will not step in until an argument escalates to a full on shouting match or brawl. No matter how much an asshole a person is, they are still a potential customer and the point of a business is to make money. If I were to kick everyone who was insanely rude out of the store I work at, I would be fired pretty quickly for disrupting business.
