Should the "Unskilled player" report make it back into the game?

Since quite some time the unskilled player report has been removed from the game. I started to question myself why riot would do that, but even the support couldnt give me an answer for that. The unskilled player report was, in my opinoin, a very useful thing. In the last couple of months I experienced players feeding and making it very difficult for me and my teammates to win the game. It wasnt intentional tho, so that report option is obviously out of question. The description of the intentional feeding report quotes that the player was doing it on purpose, not just having "a bad game". If you look up the match history of that certain person, you mostly find out that they only have such called bad games.... The unskilled player report could place such players in low priority queue, allowing for more experienced or skilled players to climb and for the less experienced or skilled to improove their ablities by playing with players on their skill level. It would be a win win situation, helping to make league a more enjoyable game!
