I've been playing league for almost two years and honestly roughly 50% of my games have been toxic. I've always been interested in the tribunal system and have been active with my valid reports. However, every time i visit the tribunal it has been "down for maintenance". Has it ever been functional and been successful? This is close to home for me because i play league often and would very much like to play without toxic players.
Tribunal voting has been down for quite a while, but reports are handled by the Instant Feedback System instead. After too many reports in too few games the system will review their reported matches and search for offending behavior; if they exhibit negative behavior consistently or are being extremely negative they will be punished through 4 steps, with extreme behavior possibly skipping multiple steps.
Leaver Buster and Feeder Detection systems also handle punishments outside or reports, and manual reviews are conducted by Riot randomly and in fringe cases.
You may receive a notification when your report triggers a review and punishment, but even if you don't get that your reports will still contribute to that player's case for review later. Abusing reports by making false ones will reduce the weight of your report to trigger a review. Also, premade reports have the same weight as 1 so they cannot abuse being in a group to trigger reviews.
