Smurfing

Honestly, this game is ruined. I cant seem to find a game between levels 1-20 that doesn't have ATLEAST one smurf it it. This is really frustrating and it brings players to quit or just rarely play, what do I think causes most of these players smurfing? The "tribunal" and I personally don't know why it exists, yes there are cases where people excessively are being rude in chat... but lets just be honest the only reason people use the report button is because they know the people will get banned, and every time I've met someone "toxic" they never bother me. It is just someone having a really bad game, and it ruins the game when these people get banned permanently because it does not stop them from coming back due to the game being FREE, do I think it should cost $? No! I think that Riot needs a way to combat smurfs because nobody that is just starting like playing against them, and me myself as a new player I've had this account for around one month and cant stand to play more than one or two games a day due to the amount of smurfs in the community. I'm not asking for anything huge, just something to put a huge stop to smurfs because they ruin the game. Thanks!
