I am new to LOL and I got a 10 game ban for toxicity. Which is understood. But I didn't know how serios the banning system was now I am perm banned?

The behavioral system operates primarily on the ladder system.

If you've skipped tiers you've either displayed extremely poor behavior that it warranted a escalation. Or the perma ban is unrelated to behavior, such as charge-back or account is compromised.
If you will post your Reform Card here, we can review it and give you some pointers on things to avoid in the future to keep from being punished again. It's a good thing that you came here now, when there is still plenty of time to change things and keep from being permabanned.
