SoloRenektonOnly has enjoyable youtube videos that usually teach me something or just entertain me so, I decided to watch his stream. I was surprised to find out that he is extremely toxic. Spam pinging and calling a retard over nad over again to his jungler afk'ing in fountain and then reporting fiddle for afk'ing (watch the video from 00:31:20 to about 40 minutes).

I feel like since he is a known streamer and youtuber people might find that this kind of behaviour is ok to be prepetuated, further increasing the level of toxicity that already exists in this community.

I don't necessarily like how he was flaming in this clip, but remember that this clip is around 10 minutes of around a 5 hour stream. Sometimes people just need to get some emotion out, that's all. Also, many streamers are different in youtube videos than in streams. Take Tarzaned for example. He makes insightful and dedicated youtube videos, but on stream he also flames. I think it's just humans in general, and the fact that nobody is perfect.

i know that when i stream , im extremely toxic out loud on the stream , but often i keep the toxicity out of the game

I will admit upfront that I am not watching the video, because I am at work and can only do text things.

Is he typing the toxicity in game or is he only saying it out loud? If it is the latter, then it is okay. The only time verbal comments can be given punishment is denial in Riot sponsored events, not the game.

If it was typed in game, and correct me if wrong but SRO is a high elo player. High elo players play with each other more often and as a result, know each other more and may choose to not report. If there isn't a report, then there isn't a behavior check for that game.

So he isn't getting special treatment for being a content creator or streamer. No reports=no checks=no punishment. And verbal outbursts aren't monitored for game punishment.
