You got a perma, didnt you?
-First off, whatever other players wrote has nothing to do with what you wrote. Other people flaming you doesnt give you the right to flame back. The excuse "But, mom, he started it." doesnt work for kids and it definitely doesnt work for adults.
-The second statement contradicts with the third. The only way to prevent getting flamed is by completely removing toxic players, aka permabans.
-Since when suspending someone who breaks the ToU is a "dick move"? Everything has rules, you break them, you get punished. You are a flamer? You will get chat restrictions and temporary suspensions. You continue flaming? You get a perma. Strictly speaking, you just bring it to yourself.
-This could be a suggestion. But there is a small problem. Sometimes the "good" and "bad" parts are a little fuzzy. For example, asking once for a report isnt the best but it wont give you a suspension on its own. On the other hand, if you keep asking for reports is harassment and will probably give you a suspension.
-Trolling and flaming are probably equally "bad". Difference is that finding trolls isnt as easy as finding flamers. But be sure that when they are found the get suspended.
-The "mute" button isnt there so players can excessively curse, its to protect those who get flamed. And yet, muting doesnt solve the problem. It has been shown that, when toxic players get muted or even chat restricted, they always find ways to show their frustration by trolling. And, dont using inting so easily. There is a huge difference between someone who has a bad game and dies a lot, but yet tries to win, and someone who feeds on purpose. A lot of people will report someone who has a bad game for inting. But guess what, there is no single player who hasnt, at any point, fed their minds off. Even pro players have bad games and feed. You cant just ban someone because he has a bad game.
