Is it possible to get permabanned before 14-day suspension?
Lets say I haven't got any bans before on certain account. On the next game, I am very toxic and get ban. Is it possible to get permanently ban instantly instead of 14-day suspension?

It is rare, but it is possible to be so severely toxic to merit an immediate permanent ban. This usually is something that takes considerable effort to do, as it requires toxicity beyond even what is normally considered "very bad".
I am not sure it's a common case, but I assume you'd have to go full mental on people, like threatening their lives and stuff like that.
Other than that, I'm not sure how you can get a straight perma.

Yes you can. If you go full blown racial, mixed with homophobia, while at the same time threatening someone's life and maybe give North Korea the blueprints to build a nuke in /all chat, I'm sure Riot will permaban you without a warning.
Of course you can get a permaban in league of legends before 14 days. I've tested it with several new accounts where I just kept trolling by actually literally inting and using racist words or saying actual insults like "kys" using the "F***t" or the racist words like using the n word or anything along the lines of racism is an instant permaban. Also, yes any sort of homphobic slurs is an instant permaban.
But then again people get away with these reports becuase now ever since they removed the tribunal system, people get away with reports even though I've reported really toxic people in my games, these people are still playing.
