Confused over what seems to be an excessive chat restriction

Feel free to call me out if you guys have other chat logs that support this restriction, because I would legitimately like to see them (and find out why they weren't in the reform card). The person I was arguing with here was quite literally feeding on purpose and trolling the game, which he (and his duo) admitted as much before the game even started in champ select. I know this doesn't excuse poor behavior on its own, but I think in combination with the fact that 1) I only exhibited the behavior in one game; 2) the behavior wasn't really that bad; and 3) the other person was actually inting, trolling, and instigating the arguments in chat; that this punishment is excessive and a little unfair. A warning would have more than sufficed here.

You say that he was "feeding on purpose".. but in the game you say

and then you constantly harass someone for their pick and playing poorly..

Please remember that it doesn't matter if someone else is playing poorly, trolling, or instigating anything. Fighting fire with fire is not okay and will get you a punishment just as harsh as if you started the fire.

You answered your own question in the second sentence of your post; "the person I was arguing with..." key word here is arguing. Don't argue with people in the middle of a match please. It's very demoralizing (right word? Kills team morale) and distracting.

Riot confirmed this single game warranted a punishment on its own:

Even one game where you misuse chat can be enough to warrant a penalty on the account. We are very firm in making League of Legends as positive as possible, and if a player is being reported for negative behavior, we look into a game. If we find negativity, we will take action. Otherwise a player won't be aware of the negativity they're causing with their conduct.

We do revert punishments if they were falsely placed. This punishment was reviewed, and you were being negative in this game. We issued the lightest punishment we have to encourage you to reconsider how you behave in chat from here on!

There you have it folks. If someone trolls your game, don't say anything mean or you will be punished and the person who is actually ruining games will not.
