Riot keeps putting the same toxic people in my match?

Hey there's this player named [removed by moderation] and he's just pretty toxic and feeds super hard playing mid Cait. Riot keeps putting him on my team and since he knows the champ I want to play he always bans it. What can I do besides dodging? I don't feel like I should get punished cause other players are toxic. It's not fun that we get put on the same team. Does riot do this often to players to troll them? I actually had to dodge because Riot put him in another game with me. Pls is there something, anything I can do??? This isn't fair.
