IP bans have two significant problems:

  • They are extremely easy to circumvent if the person being IP banned is computer literate
  • They have the potential to wipe out entire buildings or even entire college campuses depending on infrastructure

Given that he's a streamer, they could just find his accounts and ban him before the report system gets there.

I mean, permanent bans are meant to be permanent to the person, it's just the account is the closest proxy they can get. If they start insta-banning him every time he streams, he'll stop playing (as odds are he won't just stop streaming).

they cant IP ban him because he live in a dorm and his college and the ip ban would inadvertently ban everyone else that uses the colleges network

If they ip ban him, it won't just ban him. It'll ban everyone at his collage from playing which isn't fair to them. Plus, he could just make new accounts and play other places, on other peoples computers.
