Heavier Punishment for Feeding then Disconnecting/AFK

Riot needs to fix the toxicity of players in lower ELO by giving harsher punishments to those who go 0/10, but rant on their team and enemy team. Too many times have I been in a game where a summoner will just flame and be toxic to EVERYONE in the game and say stuff like "Yeah so what if I'm toxic? This is my alt account idc" I know many attempts have been made, but something serious needs to be done with toxic players. Of course, even if we convince our remaining team of four people to report them, they just get off for the day and come back on tomorrow and rinse and repeat. Low Elo (Bronze, Silver, Early Gold) is tarnished by feeding players who call YOU the feeder and just dive your lane's tower. You can mute chat, but you can't mute the inevitable feeling of "An ally has been slain."
