Toxic player base?

Im new to league (yeah i know late to the party per usual) and ive noticed as ive been leveling up my accounts that im coming across a lot of toxic "smurfs" and i get the meme haha league player base is NaCl haha funny but seriously it must drive away a bunch of new players which makes me sad ive only played league for a really short amount of time but the amount of flamers and outright toxic people who seem to justify it by going "hur dur this is my smurf idgaf if it gets banned"and all of that jazz , idk im kinda rambling but these people who have their "smurfs" banned , do they ever have like a ip ban enacted or do they endlessly get to keep making "smurfs" to terrorize low elo with their toxicity?

Unfortunately the only way to get around these people is to mute them and report at the end game lobby. Not all of us are toxic on our smurfs, though. This is my smurf and I wouldn't dream of flaming anyone.

Not really people are usually free to create new accounts, there is no IP ban it just wouldn't be effective anyone can change his IP in seconds nowadays.

ID bans exists but they're only used in extreme cases, even with an ID ban there are always ways to create new accounts it's super easy, it's the internet and ultimately there is absolutely no way to prove that X account belongs to Y dude.

Just report those people and move on.

ill tell you this now so you wont hard tilt every game. just use the mute button. or when things get really tough mute all function. you wont fix "toxicity" but you can remove yourself from it.

Reading this makes me sad it seems like this community is giving up , if people can get life bans from OW im sure riot could manage somehow i have so much faith in riot im starting to feel its misplaced , should i even bother playing this game? should i just move on to something more under its developers control? is there hope of it getting better?
