Report someone for "Just norms"

Inb4 "Just norms" but... Every time i ask my team for help in a teamwork oriented game. They don't reply or not help at all. When they do they say "just norms". Can that be reportable? Most players in League play norms and if you're not gonna help because its just norms then you should be reported.

So far when they say it I say ok and proceed to not help for the rest of the game and when they ask or whine i tell them to calm down because its just norms.

I hate how people that feed or whatever say that. The point is it is a competitive 5v5 game so I don't get why people play the game to not be competitive. If they just want to sit there and farm all day long maybe they should play something like Skyrim where at least they don't throw the game for allies.

be careful, riot's system is trash and if THEY report YOU, you'll get banned for being 'toxic' cause reports = toxic player duh

This is not true at all. False reports are detected and disregarded when it comes to account restrictions.

This peaks my curiosity, say a player was running around with a negative attitude saying things along the lines of "we'll never win this game, just ff guys its gg, game is over we should just let them shove mid" but instead of being reported for being negative, they were instead reported for offensive language, or something that doesn't apply to their actions. How is this handled?

I'm not sure yet how the new system will handle it, but under the old Tribunal, just because a player was reported for one offense didn't mean they couldn't be punished for a different one. Different people perceive things differently, so where one person focused on a negative attitude ("I'm done, just ff at 20), someone else may have focused on Verbal Abuse ("Noob Kayle. Feed more?"). The bottom line is, the old Tribunal used the idea of "Would I have reported this person?" and "Would I want this person in my games?" Exact reasons didn't actually matter as much as they seemed.

The new report system makes it easy to decide which category(ies) to report for, so the chance of misreporting one thing as something else is pretty low.

The report category is more of a guide for the system rather than an end-all judgment of what the player is being reported for. Even though they were reported for a different reason, they will more than likely encounter some form of punishment if they continue that behavior.

Fighting fire with fire is not the way to approach this kind of situation. In terms of account restrictions, Riot doesn't care "who started it". My advice would be to continue to play the game out and report them afterward. The AFK detection systems will probably flag their account and a report will expedite the process. That doesn't make it ok for you to turn around and do the same thing, though.
