Being able to perma-mute someone

I think the toxic players should never be perma banned, but just to be perma muted, a.k.a not being able to talk ever again.

Heya Banned,

What purpose would that solve to have a toxic player be perma muted instead of perma banned? If the person is intentionally feeding or ruining games without using the chat feature - how would a perma mute solve the problem?

Riot has tried this type of thing in the past and it just led to people being toxic in other ways. People who were issued this style of punishment just became toxic in harder ways to detect.

Furthermore, Riot has expressed that they do not wish to permamute people because a) they give enough chances to reform already, and if someone's still toxic they don't want them in the game, and b) communication is a vital part of League, and "perma mute" would give people an excuse to not communicate.
