Happens to me all the time. I had a stretch of 9 games this week where I had 3 games with leavers. 33% leaver rate at G3.
And what happens to them? Nothing. They get a pop up to promise not to disconnect again (lol).
I had a guy in my game yesterday playing mid. I won't use his real player name, but it was along the lines of "IDCaLot." This guy left 3 minutes in, connected back around 7 minutes, left again around 11 minutes, came back at 13 minutes, and then left around 21 minutes until the game ended shortly thereafter. We got hosed because our jungler was trying to cover mid in his absence.
Best part is, he wasn't even tagged by LeaverBuster (the big X in the portrait). He comes back to the end game lobby and goes "Sorry team. I get on this account when I know my connection's going to be bad. So far haven't been punished... RIP your winrates."
It's a huge joke, the people who leave my games intentionally even taunt us in chat. I've had a game where a friendly Riven plays against a Teemo, dies and says "Yeah I'm not in the mood to play against Teemo. Good thing Riot doesn't enforce leaving games." And leaves.
