Keep in mind that what I'm asking is not about trolling. It's not about doing something "off-meta" that clearly doesn't work. But ... Off-meta and WORKS GREAT in many games, even in a slightly higher ELO.

Bonus question! If not, and this is totally legit and acceptable, what is Riot Games doing about FALSE-REPORTS, if anything? Shouldn't Reporting someone LEGIT, who is NOT breaking rules ... be a reportable offense? If I report everyone who dodges my skillshots as a "Hacker" (which you people call scripters), I feel I should be banned for making false complaints... Or if I report a clearly bad player for "Intentional Feeding," I feel I should be disciplined. What is Riot's stance?
