There is no requirement that you communicate with your team, or that you view their communication, so no, it is not reportable.
Players are, however, allowed to communicate in any manner they wish, provided the content they convey in that manner isn't toxic. Within limits, I'd say -- I'd discourage typing in only Morse Code, for example. :P
Refusing to Communicate used to be reportable but it got removed during the revamp in season 5 because it was pretty useless. Just like the report for unskill player.
You cannot force someone to speak a language They can speak any language they want, if you have a problem with that you can mute and communicate with pings. This is not just an Amercan Server, its a North American Server Meaning Mexico and Canada are proud members of our North American Community. And even all the islands or other places that I didn't list. So saying to type in English is pretty discriminating to their language and can be considered a form of hate.

Also, just because it says NA, it's not your server. You can ask people to speak english, but they're not forced to.
I actually just asked this question but it was because they spoke english as well as french and chose french when the rest of the team didn't speak it and also its the North American server which includes mexico and canada so french english spanish should all be pretty common place the only reason i asked is because they did speak the language that the team spoke and chose not to you in this case just couldn't speak the language that the rest of the team spoke.
