salty toxic guy

Hi i would like to ask if it punishable when a summoner flames and insults u and your family whole game..Aso when he is intetionally feeding and laughing and then asking other guyz on enemy team to report u while he is telling lies..plz i would like someone to inform me..There was a guy, if i got aksed i will tell his name, that was flaming mothers families speaking about cancers and wishing staff to me and my teammates whle he was trolling. Plz RIOT help i think thats rly rude and cruel when someone does not have all the members of his family.......
