Is there a way to do this? or am I SOL unless the automated system picks it up and bans the 2 bot lanes for something else? I mean this was blatant trolling/griefing as in they would let the other team just attack whoever was ganking and just sat there and spammed laughing and other things while the teammate died.

If you're looking to get your ban reviewed, this is where you want to submit your ticket. Riot proper doesn't really look at the boards a whole lot, as they are manned by volunteer moderators.
That being said, people who retaliate are just as guilty as those who initiated the griefing... so if you got in trouble for firing back; Riot is going to tell you "tough luck." Just something to keep in mind.
