Like Jooo said, I believe it's highly on context rather than just saying 'hitler.'

It's not a slur, so it's all about context.

Saying "hitler" isn't punishable.

Saying "YOU STUPID FUCKING HITLER JG FUCKING GANK MY LANE YOU HITLER" could be.

That shouldn't be punishable. Hitler is just a name and even though the player's intention is clearly disdain it just sounds so silly to insult by using Hitler that it's not worth punishing.

Use ANY word to harass and berate somebody, and you risk being punished for harassing and berating somebody. It's not about specific word usage (other than hate speech or threats of violence), it's about tone, frequency, and intent.

Ok, picture this situation: someone tries to insult by using the word 'plushy'' or ''keyboard''.

It sounds so ridiculous, no matter how much you want to insult with a word, if its original meaning has nothing offensive it is hard to be offended by that.

"Hitler" clearly has a negative connotation. There's a reason why Godwin's Law is a thing.

Just because the hypothetical flamer in question is using a laughably stupid method of harassment doesn't make it not harassment. By contrast, nobody is ever going to seriously try to insult somebody by calling them a "STUPID FUCKING PLUSHY".
