20 minute low priority queue because of internet outage?

The punishments that they set out for people can be a bit extreme. My ISP can be dodgy at times, and last night my internet died in the middle of a game. Because of this issue which was 100% out of my power to change, I now have to wait in 5 20 minute low priority queues? I never AFK in normal circumstances, and I've never gotten a chat ban before. After disconnecting, league never reconnects on its own power either. My net will come back within a minute or so, but it will be stuck on reconnecting for 10-15 minutes before i exit the client and attempt to relaunch the game. This happened a couple weeks ago as well, and I think that was the first time i had ever left a game this season. Why is Riot so harsh on people after one-two offenses, especially when their client doesn't even allow you to reconnect passively?

"My ISP can be dodgy" says everything. You know it's dodgy yet you still que up. Definitely a deserved punishment and no, you don't get punished after 1 or 2 offenses.

if you play lol you agree to theyr rules and one is to be able to do it means you have time to play a game and the requirements

20 minute penalty, yeah, you've been punished before.

If you are knowingly and continually queuing up for games with a poor and unreliable connection, then you are ruining that game for everyone else playing it.

You are at fault for this and have been punished accordingly.

It is not the fault of the 9 other players either, and yet they get stuck in a 4v5 when you happen to be teamed up with them.

It was not one or two offenses either. 5x20 min is the last tier in the leaverbuster punishment tree, so you left A LOT of games.
