I just had a Lulu that got hardstomped in lane with her autofilled ADC. She died 4 times in lane and didn't Exhaust or Flash once. She kept walking in to fight too.
I reported her ngl lol. Is this bannable? There's no way someone in my MMR doesn't know how to flash...

It's the intention behind the actions that get someone punished, and not the action itself.
If their goal is to purposely ruin the game, then yes it is punishable.

I had to use champions with similar abilities and put things next to the matching ability. Tristana's (pre-rework) Explosive Charge for ignite, Ezreal's Arcane Shift for Flash, Teemo's Mushrooms for Wards, etc.

Elite4Runner1 votesAs odd as that is, .. i don't think not using their summoners is punishable by itself, Not even if they are well aware of how important they are to their team or if they just completely refuse to use them ever, in any match for as long as they have played the game.
The reason? .. It could ultimately be the way a player chooses to play the game.
As an alternative example, someone could chose to use nothing but Heal and Smite regardless of what lane they are in.
Or they could chose to never EVER buy boots. ..
The game is intended to include these choices, and some people do these things because they enjoy making things harder for themselves.
On the other hand, if they are doing this with the intention of ruining the experience of others, that becomes a problem.
From a punishment perspective, it is difficult to prove what someone's intentions are, HOWEVER, it is VERY likely that they would be doing more than just not using their summoner spells if this was their intent.
I don't fault you for reporting them. It is probably good for Riot to look into this situation to see if there is a pattern of behavior.
Ultimately though, I don't expect that someone would be punished for this reason alone. At the very most, they might receive a warning message that recommends they utilize their summoner spells.

It isn't necessarily because "normal" is too easy. Some people do this before they have even tried the game out in normal. It is just entertaining for them to do things the hard way.
The point is, they are allowed to make this choice.

I mean I get it if it's a single player game or if you're playing an in house game. But doing this in matchmaking is kinda dickish

Elite4Runner1 votesI'm not disagreeing with you lol. I don't know why people are getting upset with my comments. I'm not saying that people SHOULD be doing this, but they are allowed to. I already gave some examples things people can choose to do, or not do, that are "abnormal" but are perfectly acceptable.
"I don't want to ever buy boots" .. I can do that. "I want to only use Clense and, .. Clarity on a manaless champion" .. I can do that. "I want to buy Ohmwrecker" .. I can do that.
My plans and strategy doesn't have to match up with my team. As long as I'm not actively sabotaging my team, it's allowed.

Also, you can not expect everyone to know every aspect of the game....
