That's some code. I think it is a failed payment, but contact Riot Support. Put in a ticket and they will tell you what the code means.

The 9000/9001/9002 ban code is for the automated anti-cheat/3rd party program detection system. The anti-cheat flags your account and then when there is a ban wave, you're banned.

If you were to receive a 2400 ban code from Riot (or 2401, 2402), it would indicate that there was a MANUAL review of the account and you were banned by manual/visual inspection and determined to have used 3rd party programs.

The "9000" code was implemented in 2014 when Riot upgraded their anti-cheat/detection software around patch 4.13-4.21.
