No Hextech loot :c

I have been playing league for awhile now after hex-tech crafting has been available. During the time that it came out I was on a 14-day ban, in which i was honestly punished for. It has been over three months since that has happened and I was wondering why I have not been eligible to earn hextech loot. I have obviously not been punished since that time because the next offence will be a permanent ban and we all know I dont want that on my accout that I have played so long on. Does anyone know when I will be able to earn loot again, or what I have to do to become eligible. I rarely play soloqueue, but when I do i just say everything toxic out loud instead of typing it, which is alot better on both ends of the party. Thanks for the help.
