I was banned after one bad game? Yes i was toxic, so was the other Player. In fact that's reason i got the way i did in the game. And it justify s a permanent ban?

You are responsible for your own actions. Riot will deal with the other player accordingly.
Why would you get a refund on your account? You broke the TOS rules and its your fault you are banned.

It's not the quantity of games that your behaviors are affecting other players. It just you're affecting other players, in a bad way. No one deserve to deal with your negativity if you change your PoV from "victim" to "players". That alone deserves banning. It's like you're punching a person randomly on street, they called cops.
