Hello? When do you tell the difference between a bad game and a garbage player? What happened to reporting people for unskilled?

It's not against the rules to be bad at the game.

Even if the player is garbage you dont punish a player for being garbage. If we put you in front of a master tier player you would look garbage, you would end up 0/15 with 35CS.

Garbage has no signification, you will always be garbage compared to someone, and you would make another player look garbage is matched against you.

Reporting people for unskilled was only used to make their MMR go down faster in normal game, but it was abandonned because it didnt achieve much.

It was considered pointless and got removed. It is like getting a chess match where you put a pro player against a guy who played 3 matches of chess in his entire life. You can get mad at the 3 games guy for losing, but in the end that was the fault of matchmaking, not the guy himself.

Unfortunately it will never happen.

Being unskilled isn't really a reportable offense. Everyone is playing the game and learning and getting better as they play. You shouldn't be upset at people who aren't the best because no one was born being a LOL pro. It took practice!

Cut them a bit of slack.

Even when Unskilled was a report option it was never used for punishments. All it did was add an extra datapoint for matchmaking.

I think it disappeared as an option around when they started calling it mmr instead of elo.
