i'm sure if u look about this problem more to help peopel get the account from bans because they didnt know nathing about permaban and know im really sure if u get this all accounts back they will stop flame i hope i will get my account back because we lost much money in this game i hope give chance for it and ty !

The different possibilities for permabans:
A purchased, traded, or shared account - this isn't anything special and is against the rules of most video games online, as well as being in the Terms of Use you agree to every patch and upon first download.
A toxic chat ban - you're made very clear in the 14 day ban that it's your last warning, so there's no way you could not know it was coming.
An intentional feeding/trolling ban - Again, it's made very clear that the next step is permanent.
A ban for scripting, hacking, use of third party programs, or boosting - cheating of any kind shouldn't need notice that it's unacceptable.
Most other permanent bans are reversible when the problem that originally started them is resolved.
The above being said, I'm assuming you're referring to an account banned for behavior. Riot will not remove permanent bans from accounts as their data shows that less than 5% of those accounts would cease being toxic. Removing the ban would encourage them to return and continue being toxic in games, which just ruins more games for more players before they eventually end up permanently banned again.

P.S. Accounts permabanned for behavioral issues often had multiple chances to improve their behavior and failed to do so. Regardless of money spent, if one is unwilling to behave despite being given multiple chances to do so then they don't deserve to continue playing the game. Either shape up or ship out, it's really that simple.
