Friend was banned, somene please help!

So a good friend of mine was banned from league, his main account. He has sunk over 4,000 wins into this game, which we all know that at a 50% win ratio, that is a lot of time spent in this game. Also, he has supported the game through in-game purchases, he loves this games. I understand why people get banned. Especially for exploiting. Though, how is it fair when it wasn't that person? So, said friend takes breaks away from the game to play other games. He plays Dota 2 also, and generally the breaks can be anywhere from a few weeks to a few months. He's also a college students too, so this adds to his lack of time to play. Now, this isn't me just here as a friend assuming he hasn't been cheating.

I've lived with him, played side beside him most of the time. So I know, without a doubt, he's not cheating in the game. His account was banned for "exploiting", and I really think that those people should be banned. They make the game bad for everyone. He isn't one of those people. His account was taken over, and whoever did this used exploits or did something to get his account banned. He has tried contacting Riot, but his account is locked. He cannot login. I made a ticket from my account, though no one listens to me because I'm not the account owner. They want to have him contact. But he can't, though I'm told if he submits a ticket through the support site, that he can login.

He has also tried that. He cannot login at all. He has over 166 days of solid played time in this game. I'm asking someone with the power to be a human to take a look at this. Not the copy and paste message of "have him message us and we will talk to him", no. He can't do that, he can't login. Otherwise he would. His account name is "Erin The Reaper". I can provide his email for someone who can do something to contact him. He has all the champs, most of the runes, all rune pages, he doesn't want to start over. He feels as if he's punished unfairly, and I think so as well. Ban first, don't send emails or ask questions. Is that how this works, how you treat your player base? Come on, lets at least have his account looked at.
