Changing ur skin

Well hello there , i've got some sort of question about one programme i know. This programe is called: LoLSkins well , all it does it just changes your skin in-game. For example , you are playing Teemo , you go into this programme , you change your skin for Astronaut Teemo and you use it in game. And here goes my question , can you get banned for things like this?
