can the system see that because i had a very toxic person spam retard autism kid and all sorts of things im just wondering if the system catches that stuff at the end game screen because if they just get to go free thats really sad

Yes, it is. It just isn't included in the reform cards due to technical issues.

It's also helpful if you mention in the comments section that the problem occured in post-game chat in case there's a manual reviews.
