No 25 game chat ban ??

What the hell riot. I don't understand but a while ago I got a 10 game chat ban. I was really sad about it so I stop being toxic and muted all in game and comms with only pings. But recently due to my amazing silver 5/bronze games I got tilted cause of inters and toxic players which made me flame them a bit in game. I swear my account has only gotten a 10 chat ban and that too a while ago but suddenly now after I was done with the game where i was toxic and i admit it, I get a message for a 14 day ban.

Why didn't I get a 25 game chat ban ? Did riot remove it ? My logs were mediocrely toxic so I don't think I deserve a straight 14 day ban without the 25 chat ban. Can riot explain why ?
