Actually, it wouldn't be. Think about it.
Most players who receive a permaban counts as 1 against the total number. Occasionally the number might fluctuate, but the permabanned player will typically make a new account, going for the total number now.
You also have to factor in non toxic or banned players who have multiple accounts for whatever reason. (Streaming, leveling with friends, or trying new things.) These accounts most likely won't get banned if the player doesn't have a history of it (Tyler1).
