Who is right and who is wrong?

So in a scenario where there is a zed mid and rengar jungle on the same team and rengar is 0/4 just feeding and playing like garbage right? Well he decides to come to zed's lane 3 or 4 times just to smite cannon minion and take any minions he can steal. So at this point, zed is fed up and starts taking the rengar's jungle camps. Rengar says in all chat "report zed for trolling". Is the zed trolling or is the rengar trolling? If both were trolling, who was trolling first? Is this even reportable behavior?

Rengar. Smiting cannon is probably the biggest dick move you can do, and if you take someone's farm you can certainly expect them to take yours.

Who is right and who is wrong?

This is not a zero-sum scenario.

Both are assholes, doesn't matter who started it. They both decided to be jerks and derail the game for everyone else.

Both picked AD assassins, one of them likely picked after the other, and both of them are flaming and harassing their teammates out of spite.

It is definitely reportable, as it is unsportsmanlike and deliberately ruining other players' experience, though it may be difficult to get an actual ban out of it. However, both players should receive a one-day ban (although afaik, Riot's punishment system doesnt stop you from playing for any less than 2 weeks, I don't quite agree that a 14-day suspension is warranted. Obviously Chat restrictions are irrelevant here, though, so that would be the most appropriate available punishment, albeit only because the only other option is a permanent ban)

zed was cool for a few cannon steals. its understandable that zed would take rengar's camps. that rengar was clearly trollin. rengar is in the wqrong and deserves punishment.

Zed , since the jungle is behind he need to help him get ahead. Its a team game, zed clearly doesnt underatand how the game works and he is mad because of that.

Like in low elo , adcs sometimes getting mad because support leaving them to roam or ward...

By Riot's standards, if actions were translated to logs - you'd both be punished because you're both doing the same thing to each other. They don't look at who stated what. Just look at your logs! And so, if your actions were translated to logs, you'd be saying the same stuff that Rengar said to you. So if Rengar is punished for it here then you'd be punished too. Of-course, it depends on whether Riot punishes people the same way they treat the logs when it comes to such cases.

Taking camps from any lane isn't really against the rules from what I know. I don't think that this gets punished. This guy would have to be griefing a lot more to actually get noticed by Riot.

both are griefing each other, both are at fault.
