Honor System - Orbs and Capsules included in 12 key fragments per 28 days?

I'm a little frustrated at the moment. I've been keeping track of game time/games played versus key fragments earned through both the GG popup that happens when you log in, and when you level up either a level, or simply a checkpoint, in Honor. (I'm a smidgen away from level 4 honor.) As far as I can tell, which seems completely wrong, is that the fragments you get in orbs and capsules count towards your over all total, meaning you're always going to have a surplus of boxes, even if you play loyally. Like the recent April Fools event, a box was granted without a key to open it. I play every day, and slowly but surely, I'm falling behind in opening boxes despite a constant stream of honor coming in.

It really should be reversed. The cap is already on the boxes, 4 per month, so why not let us earn key fragments additionally from the capsules? Why give us lump sums that mean nothing as far as fragments go? I'm sure Riot would find that people would be more likely to buy chests to use extra key fragments, than the other way around. Furthermore, it would help function as a 'backup' system. If a player has a spot of no internet, or finals, or work commitments, and can't play for a week...they can already make the box up for that week easily, since you can stockpile 4 'charges', so why wouldn't it make sense for the extra key fragments from capsules and orbs to stockpile as well?

I suppose I'm just frustrated. When reading about the new honor system, I thought for sure that I could get caught up on box opening from a few bad periods of the year, or have a safety net for inevitable times the computer won't be available. I rarely miss a win of the day, and usually play a bit more than that. It's sort of like saying that Honor is worthless. Even when you get to level 5+, and they seem so proud in proclaiming you get five fragments...Congrats, you earned nearly half your monthly allotment of key fragments in one go, you'll see less naturally that month.

**My question for the board, is if this is accurate? **Am I insane, and we can actually go over the cap with orbs and capsules? It really looks like it's a firm cap, and our extra 'earnings' aren't extra at all, which is misleading and frustrating. I'm perfectly aware they are handing out 'free' things, but the way they dress up the honor system, one would think there would be -more- instead of them just handing you a gift you would already be handed, and saying they gifted you twice. Perhaps others have already expressed their frustration about this, and those who spend a lot of money anyway aren't phased by it, but it doesn't change that I'm disappointed and need to see what others think on the matter.

(I've spent a great deal on Riot over the years, time, money, and energy; I would have bought capsules this event and the MF skin if I wasn't just laid off. I'm going to continue playing the game. I'm a loyal player and spender, but getting my hopes up and feeling that this is misleading, -does not- change simply because of my history with the game.)
