Is playing "walking simulator" punishable?

In recentish times when people want to spite their team or one particular person they don't afk or run it down mid anymore, instead I've seen a rise in those individuals taking tours of the jungle until the game is over. They may farm occasionally, but mostly they just take a stroll and smell the daisies. Does riot have any advice on how to deal with this? How should we categorize this in reports if it is punishable? It's basically afk because the farm they do get will never contribute to their team's victory, however they are technically moving around the map. They may die to enemies that are travelling through the area, but that's not the same as intentional feeding.

The system will eventually learn to catch it, and massively underperforming repeatedly is already easy to detect.

The issue is that it is very hard for a computer to determine if it is a bad game or intentional unless there is a constant pattern, and the massive number of false/brat-rage reports means riot cant even begin to review them all manually.

Incidentally, the fact people are doing this shows that they are getting banned for just quitting or inting.

No, they don’t care about toxic gameplay, let them catch you calling someone an idiot though, auto 14 day ban..

I had an Ezreal do this the other day, sat in Krugs pit for the last 10-15 minutes of the game. If an enemy was near, he would move to the bush near red buff or next to the base. Reported him, but never got any ban notification...

report as afk. pretty sure their afk detection can notice if they dont get any xp for long period of time even if they are moving.

It's called an active AFK, and it's equally punishable.

Report it as being afk and write in the comments "Walked around jungle doing nothing, not attacking players"

Their afk system won't pick it up but if there's a bunch of reports that a human being can check a replay for and they see this behavior, the player can be banned.

They are basically AFK since they're not contributing to the game in any way, so I'd count it as any other AFK report.
