Letting Players Police Themselves

I don't understand why RIOT even needs a reporting system (to a panel) for players. It seems to me that they could implement a way for players to choose the type of players that they are willing to play with... simply put, they could have a filter at game selection that would allow each player to opt out of playing with any other players who have X amount of negative reports in the past 25 games, or similarly, they ONLY want to play with players who current have a ribbon of some kind.

Players who do not have ribbons, but also do not have many complaints, could potentially get put into a game with ribbon holders to boost morale and hopefully work on earning their ribbons, but there would never be more than 1 or 2 non-ribbon players on any team.

I feel like this would go a long way toward shutting down the toxic environment with players who freak out when they aren't winning in ARAM and probably get more players to use the honor system. Let the players police themselves and I believe the community would be much better off....

Maybe there is something about my idea that is just too terribly flawed that I don't get...

In the first sentence you said Riot doesn't need a reporting system, yet your system would be reliant upon that reporting system? Makes no sense.

If Riot dropped their report system there would be chaos. No one would want to play because trolls will tear the game apart. I like the idea but in a game like this a report system is absolutely necessary.

You do know people report you for winning right ? so any one with less then 25 reports 00.0001% of the community back when i was lvl 5 i got reported for being new to the game Now days im getting reported for leading the team bc every one els doesn't know what play to make

It's not flawed. I been saying this for two years. People think it's flawed because they feel it can be abused. It can be abused but it will only hurt the person trying to abuse it in the long run. Players policing themselves would be the best system for us but not for RIOT because they will lose those players who will be blacklisted for being toxic assholes.
