Spamming Reports
Is there any penalty or decrease in impact when someone just spams reports on everyone for no valid reason?

No, there’s no penalty associated with the number of reports.
So trying to get penalties on others without valid reasons is acceptable? I feel like people rely so much on the report system that they work around it to showcase poor behavior and then, get anyone not smart enough to do the same, reported.
I also see a lot of people inviting others to report X player on their team, sometimes really unjustified. This sollicitation should be considered harrassement and be punished. Especially if it is true that the number of reports on someone does not matter. The report system should be used by players to flag something they noticed was out of line and move on. Not a pretext to harrass someone or a way to penalize someone you hate.
Reporting people, in and of itself, does nothing. Saying you'll report someone can be considered harassment.
Riot has come out as saying yes... but also no... but also yes... but also no...
i have a better question:
why do you care?
the only people who would be concerned with this "problem" are the people who have a tendency for breaking the rules. are you one of them?
Not sure why you make this personal. You clearly seem to care also though, since you took the time to post here.
It is not a question about people breaking the rules or not, but more about the automatic system that restricts people. The games are not viewed by employees unless a legitimate ticket is made and the rioter has good reasons to suspect poor in-game behavior without chat evidence. So other than those cases, people get bans for language issues and sometimes you just mess up with your friends and a rando can abuse it and report you. The bot does not know if what you say is serious or not.
Moreover, I have had issues with my honor progress in the past because I got reported, but after getting verified by Riot, those were unjustified and my honor got unlocked. Reports alone, without punishement, can stop your honor progress, which is a problem.

reports don't do anything unless they're justified. it doesn't matter how many there are or how often you get them
You are wrong... Stop replying random stuff. The rioter I asked about my honor progress looked at my account and told me my honor was locked because of reports. He then looked at the logs and lifted the lock because there was nothing toxic. Reports do matter, end of story.
If they mattered, he wouldnt have lifted the lock. Toxic or not.
i'm sorry this correlation is too hard for you to follow

THINGS TO AVOID Do not threaten or repeatedly tell a player you will report them. Doing so can encourage players who are already negative to continue their behavior. Whether they know they are being reported or not has no bearing to whether the system will act on them. But most importantly, repeatedly threatening or arguing with a negative player can end up derailing the game for everyone else and then open yourself up to reports and possible disciplinary action as well. Avoid negative thoughts and useless chatting with poor performing teammates! Focus on victory by muting the offending player and then reporting them at the end of the game.
Do not ask other players in the match to report the offending player.** It only takes one report for our systems to review a game. Additional reports will not do anything for the offending player; however as mentioned above, it could open yourself up to a report of your own**; especially if you are derailing the match by constantly demanding reports of other players.
Negative behavior is unacceptable regardless of the circumstances or who started it. It can be tempting to respond to negative players with negativity of your own. **Our systems do not care who started the behavior and will treat each reported player based off the merits of their own case. **The only way to handle these types of players is to mute them and continue playing the game followed by giving them a report at the end of the match.
???
Why do you reply such random stuff again? I never act like that. I am just saying that I had to submit a ticket to get my honor lock up and couldnt get the honor I should have had prior to this.

You make this a personal vendetta for some reason lmao. YOU seem pretty toxic. Just get off the boards.

Once a blue moon? It blocked it for a whole month. It is annoying and is a legit concern.
You are defnitelly not chill. You make personal comments while I have been pretty courteous. Not sure why you attack me then say that. Maybe apply your own tips to yourself.
whatever you say, chief

Maybe there should be a penalty for reporting 9 people after every game, but i doubt that there are people who would go to that length to report everyone else, since getting reported by one person doesn't matter at all since almost everyone gets reported by at least one player tilted player.

since getting reported by one person doesn't matter at all
The Support FAQ says the opposite. The number of reports should not matter to get punished.

Reported.
Getting reported by one person matters just as much as getting reported by 9.
