Dodge timer

Has it ever been discussed with rioters anytime recently about dodge timer changes? Asking because sometimes things happen and you might need to do a single dodge, you then get a penalty timer. For instance i had to use the bathroom, was fourth down the line for champ select, everyone picked really fast, and after i finished peeing (like 25 seconds or so) i come back and just miss a chance to select my champ.

Why does it happen on the first dodge, couldnt there be a single chance every 12 hours or so and if you do it again THEN a penalty?

Anyone know if theres any news about this or even if its on their radar?

I'm no expert on the matter since I mainly aram but to the best of my knowledge there is supposed to be some "interaction" where the first dodge daily is suppose to only be a 5 minute dodge timer (on non-aram, aram is like 15-20 or something).

This is different to the "low priority queue" punishment which gives the awkward 5/20 minute delay before placement into queue that lasts 5 or so games.

So to the best of my knowledge something already does exist unless this was changed without my knowledge.
