Can people get banned for this
I was just wondering if people can get banned ONLY for banning someone champ that they where hovering in champ select, obviously on purpose. i see this a lot in my elo and was wondering if it was bannable if reported

youre free to ban any champ for any reason.
but if you can prove they did it solely to troll the team (like if they do it and steal a role) then yeah its reportable. but you actually have to prove they were doing it to be an asshat
No, banning someone else's champ is not punishable. If they do or say something to indicate malice, then report that in the end-game screen. Something like "you're a terrible Teemo player, so that's why I banned it," is kinda jerky and starts the game off on the wrong foot. Just make sure to include a note about the pre-game.

But if they use it as a means to further troll and tilt others, it can be manually reviewed and punished.

Not really. While it's a dick move, it's not against the rules to ban any champ for any reason.
I often ban Yasuo regardless if my teammate hovered it or not. Sometimes I get punished by a disco nunu, but it's a fine price for not playing The Yasuo Game.
Seems like it's all good as far as bans go, didn't receive one.
