Riot Tantram ?! IFS !? ban worthy ?

so the ifs is supposed to ban person based on their behavior in game and by the chat log... so if you say (kys) you will get banned but if you say (kill yourself) you wont .... can i get tantram's answer on this ? i someone said kill yourself with a rioter in the game, guess what no ban i had to send a ticket to get things done another game another player said (kill yourself) reported them (tantram said report >0 = game review) my report didnt get any result had to send another ticket. In both game i used the (post game report feature) with no result i thnk it is time to get things done riot games.
