Can we PLEASE add a report in lobby function?

Seriously "I have 20+ accounts in high diamond and master I can be as much of a dick as I want on the internet" These people do not deserve to get away with this shit I shouldn't have to sit through 20-40 minutes of my life with this guy just to report him.

riot actually DOES punish people for pre-game/postgame chat, as long as you report it and dictate within the report that the said offense occured in pregame/postgame chat.

This should be a function we can use, but I feel it would be used as an excuse to just entirely avoid games with certain players, which could be bad or good.
