Seeing he got permaed, he probably was on his last straw after his 14-day ban, and for him to get into the 14-day ban, he must have did something to get there.
Understand that the punishment system works in tiers:
If he got punished through the system within a short timespan, then 1 negativity will get him permabanned. So go back and ask your friend, when was his chat restricts and 14-day ban issued, and I think you'll find your answer there.

Those specific logs look ok, he got a bit defensive but it looks like he's being flamed and tbh I'd take him in my team over the majority of players I get :P
However you don't get a ban for 1 game, especially not this one, post the other stuff.
I would ban this guy too, he is so toxic, talk too much, harass, flame and blame his teammates.
I wouldn't have reported him, but I sure as hell would have muted him. Talked way too much and got uneedingly defensive and whiny. I don't see this as something to trigger a ban, but if he had previous punishments before, anything can add up.
If your friends wants his account back or to defend himself, he can do that. It's better that he responds to feedback than you, because it's his property.
Riot doesnt care about the severity of the offense.
It's all automated so if you get pinged x times over a specific duration you get your ban.
There should be plenty of warning if its for chat-related offenses so there really isnt any excuse by the time to get to that point.
It's a ridiculous system, but that's what it is.
