Is reporting someone just for me to vent or does it ACTUALLY do anything?

Just played a game of ARAM, went 0/7 kha. Was spammed pinged and told I was trash all game (By one person). Is there anyway to insure I never play with that person again?

I know you can mute chat and pings, it's just not worth the hassle sometimes. Since I know I can just say nothing and report at the end of the game.

And on topic, will he be suspended or something (Not the guy from my game, but in general)? I guess this is a bit of a rant, but I've been wondering for a while if reporting is just more a waste of time.

I think that you can block someone if you have their summoner name which you can get from a website like op.gg. I am unsure that this blocks match making with them, but i would assume it does.

If you feel someone has been unnecessarily toxic then i would definitely report them, chances are other people feel the same way and they will also report. The thing is the more you report the less it means. I believe it works by the amount of reports you submit vs the amount of reports that result in action. So only report people who have actually done something wrong or your reporting will not hold as much weight.

Totally annoying when people are just yelling at you, especially when you get kha in ARAM, like what are you supposed to do... As for disciplinary action usually riot will send you a little alert like "thank you for your feedback, action has been taken" something like that.

I've had people call me a nigg- that's dumber than Olaf in champ select before for saying that I was going to leave after their 3-man picked heimer in 1-for-all. I decided to stay and report for hate speech after that, but nothing was ever done. I'd say the chances are fairly minimal if something as blatant as that doesn't immediately get a punishment handed out by the system.
