How do i report someone outside of end game?
Was getting called "worthless human garbage" for dying to my lane opponent twice and my game crashed at the end so i couldn't report them.

You can't, but you can attempt to go to the Riot games support website or something.
copypaste link of your match history to a support ticket with a description of what happened but be ready to be punished if you leave on a regular basis.
+1 for an outgame reporting system: -> Possibility to report account sellers; -> Negative chat in groups -> Boosting -> Previous match reporting etc
