Why am I not unbanned yet?

This is I think the 8th or 9th time I've had a 14 day ban.... And the 8th or 9th time I'm not unbanned by the time it tells me.

"Because a player-riggered review found your in--game comms excessively inflammatory and offensive, your account's been suspended until March 9, 2017, 11:30 PM."

It is now March 10th, 12:42 AM. If it is Pacific time, please specify so I know when i can be back on my way to playing 4 more games until I am perm banned because players can't handle being told the truth.

It's kinda like if you get sent to prison for the 20th time for something stupid. And, the Cops are just sick of it and like let's go grab some lunch, we dont care that we should let him out by now, maybe he will learn. Maybe, it's to spite you lol. But, Regardless... You should probably stop w/e it is you are doing to get suspended; That is, if you wanna keep your account. Accounts don't get unbanned easily. [Take it from someone who is reformed]

Holy shit dude you better hope a Rioter does not see this because they could bump it up to a perma ban which might need to happen if the system is repeatedly failing to correct and remove you.

Don't get me wrong, they should probably specify it so it doesn't come to these confusions... but why do you assume it's your local time? They have no idea what your local time is; and from everything I have seen so far, Riot exclusively uses pacific time for all events regarding the NA server.

Riot has used Pacific time on all emails/bans since before I started playing back in S1. I've never heard they switched.
