How do i show evidence of bad player behaviour to Riot?

ingame report is the best option.

You think nothing happens, but things do happen. It just does a horrible job in letting you know that things are happening as you only get a punishment notification when the game you reported the person in was the game that punished them. If they play another game after, you'll never get to know if they were punished.
