14 Day ban from August still lingers

So, this post was mainly made for discussion, not complaint, as I would like to know if other people have experienced the same issue with me. As the title says, I was banned for 14 days on August 2017 for intentional feeding (I did not want to allow an autofilled player to lock Ahri support and get away with it) so I inted.

Of course my honor level dropped to zero, and I was ineligible for loot for quite a while. However, it's now December 2017, and despite being honored pretty frequently and not having received another ban in the meantime, my honor level is still 0, and while I can earn chests, I cannot receive hextech keys. I would like to know if there's another case like mine, and also how to raise my honor level and start earning keys again, as this seems more like a bug than a penalty effect.

I'm having a hard time finding your match history. Have you been consistently playing on this account since the ban, or did you take a long break?

Also, I've seen a few players who try to ride the line just below a ban. They were just below the threshold to trigger another punishment, but had just enough valid reports to prevent them from moving up the Honor ladder.
